Training Peaks allows user to build power, heart rate, and cadence targets into planned workouts. Simple targets for power and heart rate are fully supported.
However, in March 2018 Training Peaks updated their workout builder to include an option to set target ranges instead of simple targets (see image below).
When using ranges for power and heart rate, the ELEMNT and BOLT currently display the center value of the range as a target. Cadence ranges are also now supported.
